Each expertise skill point removes 0.25% dodge and 0.25% parry from your target. Against a +3 boss the dodge cap is 26 expertise (103 rating) and the parry cap is 56 (221 rating). Parry only applies from the front — most DPS stop at the dodge cap. 3.94 expertise rating = 1 expertise skill.
How TBC expertise works
Expertise reduces the chance your target dodges or parries your attacks. Each point of expertise skill removes 0.25% of both, and 3.94 expertise rating = 1 expertise. Against a +3 boss you need 26 expertise to remove all 6.5% dodge, and 56 to also remove the 14% front parry.

What is the expertise cap in TBC?
There are two. Against a +3 raid boss, 26 expertise skill (103 expertise rating) stops the boss dodging your attacks — the "dodge cap". 56 expertise (221 rating) also stops parries — the "parry cap". Each expertise point removes 0.25% dodge and parry, and 3.94 rating = 1 expertise.
Do I need the parry cap?
Usually no. Bosses only parry attacks from the front, and they are normally tanked facing away from melee DPS, so most players only chase the 26-expertise dodge cap. Tanks attacking a boss head-on care about both.
How does expertise rating convert to expertise?
Every 3.94 expertise rating gives 1 point of expertise skill, truncated (not rounded). So 103 rating = 26 expertise, the dodge cap against a +3 boss.
