How TBC spell hit works
Every spell has a chance to be resisted that grows with the target's level. Against an even-level target it's 4%; against a +3 "boss" (level 73) it's 16%. Spell hit subtracts directly from that, so the spell hit cap is the spell hit% that removes all avoidable resists. At level 70, 12.62 spell hit rating = 1%.

The spell hit cap is the spell hit chance that drops your chance to be resisted to the unavoidable minimum. Against a +3 "boss" (level 73) it is 16%, which is about 202 spell hit rating at level 70 (12.62 rating = 1% spell hit). Against an even-level target it is 4%.
Why is the spell hit cap 16% against bosses?
Level 73 raid bosses sit three levels above you, and spells carry a base resist that grows with that gap. 16% spell hit removes all of it except a 1% floor that can never be avoided — so 16% is the practical cap.
Does the draenei racial change my spell hit cap?
Yes. Heroic Presence grants +1% hit to the draenei and their party — a draenei Mage, Priest or Shaman (or anyone grouped with one) provides +1% spell hit. Tick "Consider Heroic Presence" to lower the cap you need from gear by 1%.
Does spell hit matter in PvP?
Yes — the same level-based resist table applies to players. Against an even-level player you still need 4% spell hit to avoid resists from the level difference.
